Makefile improvements
* Respect system cflags, ldflags, packages can override them all with
TABBED_{CFLAGS,LDFLAGS}. Remove -Wall and -Os and -s.
* Install README as documentation.
* dist: stream directly to a gzipped tarball.
* options: remove it.
* Add ".POSIX:"
* Remove config.mk
