This was preventing mouse interactions with windows. I'll need to figure
out a different way of doing this.

I admit, this solution is a bit kludgey. But it does appear to do
the job. I'll tinker more with it later.

Displaying tag 0 now triggers on all attached monitors, and leaving it
on any monitor reverts all other back to their original configuration
